Where did the theory of sovereignty originate, and what does it say about the rights of states?
The concept of sovereignty originated when Europeans in the 16th and 17th centuries were looking for a secular basis for the authority of the emerging nation-states. In international relations, a sovereign state is equal to all other states; it can govern its own territory, and declare war.
