If you change your mind about a purchase, you sometimes cannot return the merchandise. However, if you buy an item in your home or at a location that is not the main or permanent place of business or local address of the seller, the Federal Trade Commission’s “Cooling-Off Rule” gives you three business days to cancel purchases of $25 or more. Under the rule, your opportunity to cancel for a full refund extends until midnight of the third business day following the sale.
